Latkes: Czech Potato, Khremzlach - pareve

I associate khremzlach with Passover, but the Virtual Jerusalem site has
this recipe listed for Hanukah.

Khremslach - Czech Latkes
~~~~~~~~~~~~~~~~~~~~~~~~~
3 large potatoes 
3 eggs 
1 tablespoon sugar 
grated rind and juice of one lemon 
salt 
oil for frying 

Cook potatoes and mash. Let cool and add eggs, sugar, salt, lemon juice and
rind. Form into patties and fry.
